Currently, there is a restriction on the number of gift codes that an account can purchase. This is to combat the practice of using a stolen credit card to buy and re-sell gift codes.
The restriction is system-wide, and as some of our systems are still being created, we do not currently have the ability to lift it on an individual basis. We recognize that this may be inconvenient for some users, and in the future, would like to allow certain users to purchase additional codes on a single account.
